<P>PROBLEM TO BE SOLVED: To provide an optical recording medium having a plurality of recording surfaces matching a plurality of different formats and compatibility to be mounted to an optical recording and playback device adaptable to different formats. <P>SOLUTION: The optical recording medium is constituted so that a first transparent substrate 51, a first recording surface 53, a second substrate 54, a second recording surface 55, a third transparent substrate 58, and a third recording surface 57 are layered, wherein a laser beam L51 for performing recording and playback of the first recording surface 53 is emitted from the first transparent substrate 51 side, a laser beam L52 for performing recording and playback of the third recording surface 57 is emitted from the third transparent substrate 58 side, and the first recording surface 53 and the third recording surface 57 are adaptable to different formats.
