PROBLEM TO BE SOLVED: To provide the technology for securing good image density under both a high temperature and high humidity environment and a low temperature and low humidity environment in a developing roller using ultraviolet hardening material for an elastic layer. SOLUTION: The developing roller 10 includes a cylindrical substrate 1 and the elastic layer 2 provided on an outer periphery of the cylindrical substrate 1. The elastic layer 2 contains an ultraviolet hardening type resin and an ion conductor and the glass transition point Tg in the elastic layer 2 is -28°C or less.
