PROBLEM TO BE SOLVED: To provide a commuter ticket issuing system which renews a commuter pass to be expired in the next year. SOLUTION: A discount ticket issuing device 110 which is communicable with a staff device operated by staff and issues discount tickets with expiration dates set thereto has: an input part 112 for inputting information for issuing a new discount ticket; a photography part 113 which photographs a certificate for checking purchase qualification of the ticket and transmits photography information to a staff terminal; and a discount ticket issuing part 115 for recording information to determine an expiry date to a new discount ticket and issuing it on the basis of reception information from the staff device, the information being input to the input part and input on the basis of the photographing information in the staff terminal.
