PROBLEM TO BE SOLVED: To make it possible to supply fire-fighting water even in the event that the fire-fighting piping has been cut at several places within the premise of a plant. SOLUTION: When a fire-fighting piping 15 can be supplied with fire-fighting water from a filtered water tank 13 that stores fire-fighting water, a fire-fighting pump 14 can supply the fire-fighting piping 15 with fire-fighting water. On the other hand, in case the filtered water tank 13 storing fire-fighting water fails to supply the fire-fighting piping 15 with fire-fighting water, a blow piping 18 is provided with a water tap 20 to take out fire-fighting water from it, and also a stopper 21 at a point downstream the water tap 20 to close the blow piping 18. If the filtered water tank 13 has become unable to supply the fire-fighting piping 15 with fire-fighting water, the water tap 20 provided at the blow piping of filtered water tank 13 storing fire-fighting water is opened to take out the water through the water tap 20.
