<P>PROBLEM TO BE SOLVED: To provide a controller of an internal combustion engine capable of efficiently determining the existence of accumulation of deposits on an intake system. Ž<P>SOLUTION: The internal combustion engine controller is suitably used for an internal combustion engine including a plurality of cylinders and a crank angle detection means for detecting the crank angles of the plurality of cylinders. The internal combustion engine controller includes a judgment means such as an ECU. When the combustion fluctuation of either of the plurality of cylinders is larger than the combustion fluctuation in a predetermined state, the judgment means judges that deposit accumulates on an intake passage connected to the cylinder.
