<P>PROBLEM TO BE SOLVED: To precisely determine traction coefficients. Ž<P>SOLUTION: An AC servo motor 17 is linked to a driving-side rotating shaft 16 to which a driving-side test strip 15 is mounted. A torque meter 20 and a load torque-variable brake device 21 are linked to a load-side rotating shaft 19 to which a load-side test strip 18 is mounted. A rotary encoder 22 is further provided. A testing apparatus for traction measurement includes a pre-load providing means 23 for pressing the driving-side test strip 15 to the outer circumferential surface of the load-side test strip 18 with a prescribed pre-load. The AC servo motor 17 accurately controls the number of rotations of the driving-side test strip 15 and monitors its torque. The rotary encoder 22 precisely measures the number of rotations of the load-side test strip 18. A load-side torque is precisely controlled by feeding a detection value of the torque meter 20 back to the brake device 21 to highly accurately measure traction coefficients and slip ratios.
