A ventilating and air-conditioning apparatus for vehicle is provided with a ventilating apparatus (2) which sucks air outside of a vehicle, an air-conditioning apparatus (3) which air-conditions the inside of the vehicle, a duct (4) for outside fresh air, which connects the ventilating apparatus (2) with the air-conditioning apparatus (3) to supply the air-conditioning apparatus (3) with the air sucked from the outside of the vehicle by the ventilating apparatus (2), and a duct (5) for conditioned air, which supplies the inside of the vehicle with conditioned air blown from the air-conditioning apparatus (3).  The duct (4) is branched and connected with the duct (5).  This secures an amount of ventilation in the vehicle even when the leakage or the like of flammable refrigerant stops the operation of the air-conditioning apparatus.
