PROBLEM TO BE SOLVED: To provide a measurement technique for precisely measuring the speed of an apparatus to be measured, in a short time. SOLUTION: A speed measurement apparatus includes: a position sensor (300) for outputting a position signal indicating a position of an isophase difference among apparatuses to be measured of quantity M (M: an integer of two or more) per predetermined traveling distance; a clock signal generation part (602) for generating a clock signal; a counter (610) for counting the number of pulses of a clock signal in the measurement period which isα-times (0<α<1) as large as one cycle of a position signal; and calculation parts (660, 670) for calculating speeds (VB) of the apparatuses to be measured, based on the frequency of the clock signal and the counted value (CNT) obtained in a measurement period.
