<P>PROBLEM TO BE SOLVED: To provide an electrode substrate for a plasma display panel which can be manufactured easily by reducing a required frequency of patterning. Ž<P>SOLUTION: An electrode substrate 1 for a plasma display panel includes a glass substrate 10 and electrodes 11a and 11b formed on the glass substrate 10. The electrodes 11a and 11b each include a metal oxide layer 12 made of a metal oxide and formed on the glass substrate 10, a conductive layer 13 made of a metal or an alloy and formed on the metal oxide layer 12, and a protection layer 14 formed on the conductive layer 13.
