<P>PROBLEM TO BE SOLVED: To provide an optical subscriber line terminating device capable of reducing power consumption by halting a function relating to unused communication speed, and to provide an optical network terminating device. Ž<P>SOLUTION: A speed change means 8 estimates queue length, and/or inflow speed of data flowing in a queue, and/or inflow acceleration of data flowing in the queue, changes communication speed from speed 1 to speed 2 (speed 1<speed 2) when the queue length is not less than a threshold 1, and/or the inflow speed is not less than a threshold 3, and/or physical quantity expressed by a function of the queue length, the inflow speed, and the inflow acceleration becomes not less than a threshold 5, and changes the communication speed from the speed 2 to the speed 1 when the queue length is not more than a threshold 2, and/or the inflow speed is not more than a threshold 4, and/or physical quantity expressed by a function of the queue length, the inflow speed, and the inflow acceleration becomes not more than a threshold 6.
