An equipment device management apparatus (100) is installed so as to be capable of communication with a control device (210) of equipment devices (230) via a network (300), and monitors and controls the equipment devices. This apparatus comprises: an operating data reception unit (170) that receives operating data of the equipment devices; a control data creation unit (110) that acquires an operating schedule of the equipment devices and creates control data for the equipment devices, based on the operating data and operating schedule; a control data storage unit (150) that stores control data; an access reception unit (121) that receives access from the control device (210), a control data transmission decision unit (122) that, in response to such access, decides upon transmission of control data after determining whether or not control data has been created; and a control data transmission unit (123) that transmits the stored control data to the control device (210), in response to the decision by this control data transmission decision unit. This equipment device management apparatus (100) can efficiently create and transmit control data of the equipment devices.
