PURPOSE: A floating and submerging-typed creature inhabitation apparatus is provided to restore the aquatic ecosystem by safely offering a spawning ground and habitat to fishes including fry and aquatic creature. CONSTITUTION: The floating and submerging-typed creature inhabitation apparatus includes: a submerging creature inhabitation unit(10), which submerging plants can be planted, submerged in the water of a predetermined depth from the water surface; a clamping unit(20) for maintaining the submerging creature inhabitation unit in the state of being submerged at a predetermined depth; and a protection fence unit(30) covering and protecting a circumference of the submerging creature inhabitation unit at a predetermined height to protect fry inhabiting in the submerging creature inhabitation unit.
