PURPOSE: A liquid composition for promoting hair growth and method for producing the same are provided to prevent skin trouble and white hair with improved usability. CONSTITUTION: A composition of promoting hair growth comprises: a step of extracting Perillae Semen(black sesame) and Phellinus yucatensis with water to obtain a first extract solution; a step of adding adlay in the water to obtain second extract solution; a step of using the first and or second extract solution to obtain Acorus gramineus root extract; and a step of stirring to obtain mixture solution containing the first, second, and Acorus gramineus root extract. The first extract is performed at 80°C-95°C for four to seven hours. The second extract is performed at 80°C-90°C for two to three hours.
