PURPOSE: A permeability improvement system of a smear zone by placing an electro-osmotic material and a vertical drain simultaneously and the method thereof are provided to form the quick consolidation settlement of the soft ground by improving the permeability of a weakened smear zone through electro-osmosis. CONSTITUTION: A permeability improvement system of a smear zone by placing an electro-osmotic material and a vertical drain simultaneously comprises an anchor plate(20) installed to the end of a penetration member to prevent the inflow of impurities to the inside of the penetration member and connected with a vertical drain, many positive electrode connections(31a) installed along the edge of the anchor plate, a negative electrode connection(30) installed in the center of the anchor plate, a positive electrode member(41) connected to the positive electrode connection and buried simultaneous with the indentation of the penetration member to supply positive electricity to a smear zone, and a negative electrode member(40) connected to the negative electrode member and buried simultaneous with the indentation of the penetration member to supply negative electricity in the earth.
