PURPOSE: A zirconium oxalate sol, and its manufacturing method are provided to allow the sol to be applied to form a coating showing a sufficient adhesive strength even with a small addition amount without the deterioration of the function of a photocatalyst. CONSTITUTION: A method for manufacturing method a zirconium oxalate sol comprises the steps of adding oxalic acid to a dispersion of zirconium hydroxide in a molar ratio of oxalic acid/Zr of 0.8 ~ 1.0; heating the mixture of zirconium hydroxide and oxalic acid; additionally adding oxalic acid so as to allow the oxalic acid/ Zr molar ratio to be 1.2 ~ 3.0; and secondly heating the mixture.
