An ultra-fast magnetic recording element and method are provided to realize a magnetic recording element having a simple structure by using a magnetic film with a magnetic vortex. An ultra-fast magnetic recording element includes a reading electrode, a pinned layer, an insulating layer(130), a free layer(140), and a plurality of driving electrode pairs(150a,150b,151a,151b). The pinned layer is formed on the reading electrode, and the insulating layer is formed on the pinned layer. The free layer in which a magnetic vortex is generated is the insulating layer. The plurality of driving electrode pairs is arranged to make the free layer contact with an ohmic layer.
