摘要 <P>PROBLEM TO BE SOLVED: To effectively function a scheduler by avoiding transmission data to a transmission destination receiving apparatus with high reception quality from being transmitted later, while preferentially transmitting retransmission data to a retransmission destination-receiving apparatus which requests retransmission, when retransmission is caused by HARQ. <P>SOLUTION: A radio base station 1 includes a scheduler 114 and a control section 112. The scheduler 114 sets a higher degree of priority for assigning radio resources to be used for data transmission for a receiving apparatus of higher quality. When a degree of priority &beta; set to a transmission destination-receiving apparatus by the scheduler 114 is higher than a degree of priority &alpha; set to a retransmission destination-receiving apparatus, a control section 112 assigns radio resources to both the transmission destination-receiving apparatus and the retransmission destination-receiving apparatus and the assigned radio resources are used to transmit both transmission data and retransmission data. <P>COPYRIGHT: (C)2010,JPO&INPIT
