IMAGE CODING APPARATUS, METHOD AND PROGRAM, AND COMPUTER-READABLE RECORDING MEDIUM WITH PROGRAM RECORDED THEREON

PROBLEM TO BE SOLVED: To provide a new image coding technique which enables to adaptively select macroblock mode without encoding in both of frame macroblock mode and field macroblock mode.

SOLUTION: The image coding apparatus includes a means for generating a frame macroblock from the region of an object to be processed and calculating the coding cost by conducting movement search by using the frame macroblock; a means for generating a field macroblock from the region of the object to be processed and calculating the coding cost by conducting movement search by using the field macroblock; a means for calculating difference absolute value of the two coding costs; and a means for determining which macroblock is to be used for the coding the region of the object to be processed, based on the coding modes of adjacent already coded macroblocks when the difference absolute value is smaller than a threshold, and making determination based on the two coding costs when the difference absolute value is larger than the threshold.
