<P>PROBLEM TO BE SOLVED: To provide a sustained-release base and a preparation method thereof, and to provide a sustained-release solid formulation using the base, particularly a sustained-release capsule formulation and a preparation method thereof. Ž<P>SOLUTION: The sustained-release base for the sustained-release solid formulation is prepared through steps of (A) preparing a starch paste by irradiating a starch suspension with an electromagnetic wave and (B) subjecting the starch paste obtained in step (A) to freeze-drying.
