PROBLEM TO BE SOLVED: To prevent information from being leaked as a takeout device is illegally taken out.

SOLUTION: A management device 2 includes a takeout request receiving means 71 for receiving security data about the security of the takeout device 1; a security data determining means 72 for setting takeout flag data as "takeout disabled" if the security data does not meet the takeout requirements of security policy data 61a; and a takeout response sending means 76 for sending takeout response data including the takeout flag data. The takeout device 1 includes a security data collecting means 21 for collecting the security data, a takeout data sending and receiving means 22 for sending the security data to the management device 1 and receiving the takeout response data including the takeout flag data from the management device 1, and a start control means 23 for performing control to suspend start when starting the takeout device 1 if takeout permission data indicates that taking out is disabled.
