<P>PROBLEM TO BE SOLVED: To provide a drive control circuit that avoids malfunction, electronic equipment, and a drive method of the drive control circuit. <P>SOLUTION: A shift circuit 21-k (k=1) serving as a drive control circuit, is supplied with clock signals ck1 and ck2 as an input signal IN and is supplied with a start signal start1 a preset initial stabilization operation time, after supply power is fed.
