<P>PROBLEM TO BE SOLVED: To provide an image carrier protecting agent capable of obtaining a sufficient protection effect on the surface of an image carrier, preventing deterioration in a cleaning member, preventing a toner from passing, and preventing image blur caused by deposition of a foreign substance on the image carrier, and to provide a protective layer forming device capable of forming a satisfactory image carrier protective layer by using the above protecting agent. <P>SOLUTION: The image carrier protecting agent is used for an image forming method or an image forming apparatus including at least an image carrier 1 and a step or a device 2 for applying or depositing an image carrier protecting agent 21 on the surface of the image carrier, wherein the image carrier protecting agent 21 contains a hydrophobic organic compound and an inorganic lubricant subjected to hydrophobic treatment. The hydrophobic organic compound is a substance having a lamella crystal, a metal salt of a fatty acid, or the like.
