PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of immediately and accurately managing the number of output sheets at low cost, and to provide a method and a program for managing the number of output sheets.

SOLUTION: The number of output sheets of printing paper from the image forming apparatus 100 is managed by using a rewritable IC card 200. The value of the number of sheets of printing paper to be outputted which is written in the IC card 200 is rewritten with an upper limit value of the predetermined number of output sheets for each predetermined time period.
