PROBLEM TO BE SOLVED: To provide an image processing apparatus, image processing method, and program in which an image for combination containing a transmissivity component is efficiently processed. SOLUTION: The present invention relates to an image processing apparatus for combining an image for combination, which is constituted of an image component and a transmissivity component, with a combination target image. The image processing apparatus includes: an image component region 125 for storing the image component; a transmissivity component region 126 for storing the irreversibly compressed transmissivity component constituted of pixels less than pixels in the image component; a decompression section 110 for decompressing the irreversibly compressed transmissivity component; and a number-of-pixels converting section 112 for increasing the number of pixels in the decompressed transmissivity component to convert it into an enlarged transmissivity component.
