PROBLEM TO BE SOLVED: To effectively perform monitoring control, for example, during VoIP communication in a communication system where communication of data is performed among a plurality of terminals. SOLUTION: A codec determination means 201 determines whether or not the codec to be used among a plurality of terminals is the same and in the case that monitoring instruction means 600, 102 instruct monitoring and it is determined that the codec to be used is not the same, a codec conversion means 101 performs codec conversion on data to be communicated. In the case that it is determined that the codec to be used is not the same and monitoring is instructed, the data to be communicated are duplicated and codec-converted for monitoring, and the monitoring means 600, 102 perform monitoring.
