<P>PROBLEM TO BE SOLVED: To obtain a video quality evaluation method and apparatus, which evaluates video quality by measuring an influence on a user, caused by deterioration in video quality, independently of video contents. Ž<P>SOLUTION: The video quality evaluation method for evaluating the quality of video includes: a line-of-sight position measuring step of measuring a line-of-sight position that is a position of a line of sight of an examinee; an extraction step of using a result of measuring the line-of-sight position in the line-of-sight position measuring step to extract at least either a gazing time during which the line-of-sight position is present inside a fixed range of gazing area, or a line-of-sight moving distance within which the line-of-sight position moves between gazing areas; and an evaluation determination step of determining an evaluation about quality of video on the basis of at least either a result of comparing a distribution of the gazing time for each condition, or a result of comparing a distribution of the line-of-sight moving distance for each condition.
