PROBLEM TO BE SOLVED: To reasonably and rapidly extract a conception of a structure optimum in each aspect of basic items such as safety and secondary items such as economical efficiency through a basic design or basic characteristic analysis by performing conception construction fit for a utilization purpose or a use condition (e.g. an installation marine area or mooring) of the structure. SOLUTION: This system for designing the optimum structure fit for the utilization purpose or the use condition has: a target setting part 10 inputted with at least the utilization purpose and the use condition of the structure; a conception construction part 20 constructing the conception of the structure according to setting of the target setting part 10; a design/analysis part 30 performing the basic design and/or the basic characteristic analysis of the structure according to a conception construction result of the conception construction part 20; and a basic evaluation part 40 (further including a secondary evaluation part 50) for performing basic evaluation to the use condition of the structure set in the target setting part 10 according to a basic design result and/or a basic characteristic analysis result of the design/analysis part 30.
