<P>PROBLEM TO BE SOLVED: To provide a surface-coated cutting tool with a hard coating layer exhibiting superior chipping resistance in high-speed high-feed cutting work of a workpiece with high hardness. Ž<P>SOLUTION: This surface-coated cutting tool has vapor-deposited layer, on the surface of a tool base, constituted of: (a) a lower layer comprising a compound nitride layer of Ti and Al(M) satisfying a compositional formula (Ti<SB>1-x</SB>Al<SB>x</SB>)N or a compositional formula (Ti<SB>1-x-z</SB>Al<SB>x</SB>M<SB>z</SB>)N (M represents one kind or two kinds of addition components selected from the group comprising elements Si, B, Y of 4a, 5a, 6a families excepting Ti in a periodic table, and X and Z satisfy 0.45≤X≤0.75, 0.01≤Z≤0.25); and (b) an upper layer comprising a compound nitride layer of Cr and Y comprising a composition concentration distribution structure in which Y maximally containing points and Cr maximally containing points are alternately and repeatedly disposed in the layer thickness direction and the containing ratio of Cr and Y varies continuously, comprising the Y maximally containing point satisfying a compositional formula (Cr<SB>1-α</SB>Y<SB>α</SB>)N (0.16≤α≤0.26), and having the Cr maximally containing point satisfying a compositional formula (Cr<SB>1-β</SB>Y<SB>β</SB>)N (0.01≤β≤0.10) on the surface of a tool base.
