<P>PROBLEM TO BE SOLVED: To improve the quality of a welding site by preventing the welding site from sticking on a pressure welding bar provided with a heating element and allowing release of a sealed body after the welding site is cooled to some extent. <P>SOLUTION: A welding cutting mechanism 20 is composed of a fixed pressure welding bar 21 equipped with the pressure-weldable heating element 23 on a film member F, a movable pressure welding bar 22 positioned at two positions which are a pinching position X for pinching the film member F by cooperating with the fixed pressure welding bar 21 and a separated position Y separated by a specified interval, and a pressure welding bar driving part 30 for moving and driving the movable pressure welding bar 22.
