<P>PROBLEM TO BE SOLVED: To provide a fuel cell in which the output fluctuations with respect to the environmental temperature is suppressed. Ž<P>SOLUTION: The fuel cell is provided with a cathode 6, which includes a cathode catalyst layer 10; a cathode diffusion layer 12; a cathode porous layer 11, arranged between the cathode catalyst layer 10 and the cathode diffusion layer 12, an anode 5; and an electrolyte membrane 7 arranged between the cathode 6 and the anode 5. In the cathode porous layer 11, air permeability resistance in an Oken-type air permeability resistance testing machine on a surface contacting the cathode catalyst layer 10 is smaller than that in the Oken-type air permeability resistance testing machine on the surface contacting the cathode diffusion layer 12.
