<P>PROBLEM TO BE SOLVED: To provide a common-mode noise filter capable of reducing the occurrence of short-circuiting. Ž<P>SOLUTION: The common-mode noise filter is equipped, between a first conductor pattern 3 for constituting a first coil 9 and a second conductor pattern 4 for constituting a second coil 10, with a third insulation layer 1c made of a second ceramic green sheet using zirconia balls with a grain diameter smaller than that of SUS balls, and first, second, fourth and fifth insulation layers 1a, 1b, 1d and 1e made of a first ceramic green sheet using the SUS balls under the first conductor pattern 3 and above the second conductor pattern 4.
