<P>PROBLEM TO BE SOLVED: To prevent a load from concentrating on a specific unit when data to be preserved is stored by distribution. Ž<P>SOLUTION: A center server 1 for managing the data to be preserved transmits a preservation request signal to an area unit 4, and then, transmits the data to be preserved. The area unit 4 transmits the data to be preserved from the center server 1 to whole control units 5, 5, 5. The respective control units 5 write the data to be preserved from the area unit 4, and announce storage result information to the area unit 4 when a storage remaining amount is exhausted. When storage result information is obtained from the whole control units 5, 5, 5, the area unit 4 defines the control unit 5 for storing the largest division data as a storage completion unit, and then, transmits a deletion instruction request to the other control units 5, 5. The other control units 5, 5 delete the written data to be preserved.
