<P>PROBLEM TO BE SOLVED: To provide appropriate evacuation guidance in accordance with the change of disaster occurrence situation as well as situation of a person to be evacuated. Ž<P>SOLUTION: In an evacuation guiding system 1, an evacuation notification server 30 receives disaster information from a disaster monitoring system 10 so as to set evacuation area on the basis of a disaster hitting area determined from the disaster information, and then extracts a plurality of safe evacuation candidate-areas according to the evacuation area. Further, for each mobile terminal 50 located in the evacuation area, the evacuation notification server 30 determines the evacuation candidate area which is nearest to a current position of the mobile terminal 50 among a plurality of evacuation candidate areas, as destination of evacuation of the owner of the mobile terminal 50, on the basis of disaster situation included in the disaster information and current position obtained from the mobile terminal 50, and further finds evacuation shortest route to the evacuation destination from the current point. Moreover, the evacuation notification server 30 generates evacuation guiding information including this evacuation site and the evacuation route, and informs the mobile terminal 50 of the information.
