PROBLEM TO BE SOLVED: To provide an apparatus for automatically creating a control program and testing method plans that automatically creates testing method plans for testing whether an automatically created program meets actually required functional specifications. SOLUTION: The apparatus for automatically creating a control program and testing method plans includes: a functional specification information input means for receiving the input of the control program's functional specification information, and interpreting the basic structure of the control program from the functional specification information; an automatic source code creation means for creating, based on the functional specification information, the completed source codes of the control program by combining standard components formed when standard processing for control of the subject of control are turned into components and project-unique components formed when processes unique to a project to which the control program is applied are turned into components; and an automatic testing method plan creation means for creating, based on the functional specification information, testing method plans for testing whether the completed source codes meet the functional specifications.
