PROBLEM TO BE SOLVED: To provide a cushioning material base paper for a steel plate coil excellent in cushioning property and less frequently undergoing a bend and a lift at the time of being wound on the inner or outer circumference of a metal product when the metal product such as a steel coil is packed by using only wooden pulp, and less frequently being immersed in water from outside and, even if being immersed in water, less frequently undergoing a break during transportation and storage, and a cushioning material. SOLUTION: The cushioning material base paper has at least two paper layers of a front layer and a back layer, and raw material of all layers constituting the base paper contains mechanical pulp of 30%. The base paper has a TABER rigidity of 60 to 120 mNm. The cushioning material for packing steel plate coil is formed by using the base paper. COPYRIGHT: (C)2010,JPO&INPIT
