PROBLEM TO BE SOLVED: To provide a motion picture encoder and a motion picture decoder capable of improving efficiency of information compression for encoding and decoding.

SOLUTION: The motion picture encoder 10 has a motion vector predicting portion to predict an optimum predicted motion vector after correction by performing the correction of scaling motion vectors 751a, 751b and 751c of adjacent blocks regarding an object reference frame image 702 as a reference on the basis of time relation or time information of adjacent reference frame images 703a, 703b and 703c referred in order to detect the motion vector of the adjacent block adjacent to a block of an encoding object, the object reference frame image 702 referred in order to detect the motion vector of an object block and an object frame image 701 which is a frame image of the encoding object and by performing decision of the optimum predicted motion vector on the basis of the motion vector of the adjacent block.
