PROBLEM TO BE SOLVED: To surely prevent leakage of toner from the vicinity of an end of a toner carrying roller in a development apparatus and an image forming apparatus having a toner carrying roller rotatably attached to a housing storing the toner and a regulation means for being contacted the surface of the roller for regulating a toner. SOLUTION: An elastic member 462 attached to the edge of a plate-like member 461 having spring property widens an edge part 462a in a rotating shaft direction (X direction) of a development roller 44. A peripheral face seal member 467 slid on and contact the peripheral face end of the development roller 44 is provided with a notch part 467a corresponding to the shape of the edge part 462a of the elastic member 462 to fit the elastic member 462. Thus, movement in X direction of the peripheral face seal member 467 caused by movement in an axial direction of the development roller 44 is regulated, a gap with the elastic member 462 is hardly generated, and since the toner is trapped, leakage is prevented.
