PROBLEM TO BE SOLVED: To obtain improved soil which is at least fourth treated soil (cone index of 200 kN/m<SP>2</SP>or more) and preferably third treated soil (cone index of 400 kN/m<SP>2</SP>or more), shows neutral pH, is excellent in vegetation and is suitable for planting soil in an engineering method using grain size adjusted ash together when mud is solidified by a gypsum-based solidification material. SOLUTION: In the engineering method of neutral solidification improvement of mud for subjecting the mud to neutral solidification treatment by the gypsum-based solidification material to obtain improved soil, the engineering method of neutral solidification of mud, in which the gypsum-based solidification material and sludge incineration ash subjected to grain size adjusting treatment are compounded together with the mud, is applied. Further, a novel gypsum-based improving material obtained by compounding the gypsum-based solidification material with the sludge incineration ash subjected to grain size adjusting treatment is used in this engineering method.
