<P>PROBLEM TO BE SOLVED: To distribute information by selecting an appropriate communication network more exactly and quickly without requiring human operations when a disaster occurs. Ž<P>SOLUTION: When distributing disaster prevention information to a plurality of receiving terminals by selectively using different communication networks NW1 to NW6 in the occurrence of a disaster, a transmission control server CSV sequentially selects the plurality of communication networks NW1 to NW6, and determines whether the selected communication networks and receiving terminals are ready for information transmission for each of the receiving terminals. In addition, the transmission control server CSV transmits the content of the disaster prevention information to the receiving terminals determined to be ready for information transmission, via the selected communication network, meanwhile, to the receiving terminals determined to be incapable of information transmission, repeats the procedure for transmitting the information content by selecting the communication network having the next priority, till there remains no receiving terminal determined to be incapable of information transmission or none of the plurality of communication networks remains unselected.
