<P>PROBLEM TO BE SOLVED: To solve the problem wherein an uplink line can not be effectively utilized when there is deviation between the allocation of the resource of an uplink to one terminal and an actual uplink transmission amount since the terminal monopolizes the resource of the uplink. Ž<P>SOLUTION: A terminal (2) receives the allocation of an initial allowable radio resource from the base station (1), and when the initial allowable radio source and an actual use radio resource satisfy a first prescribed relation, the base station is notified that the allowable radio resource is to be changed to a reduced allowable radio resource less than the initial allowable radio resource.
