PROBLEM TO BE SOLVED: To eliminate uncomfortable feeling of a driver by stably suppressing drop of a battery terminal voltage and preventing occurrence of instantaneous interruption. SOLUTION: A starter 1 includes an electromagnetic switch 7 that opens and closes a main contact point provided on a motor circuit, a current suppressing resistor 8 that is connected to the motor circuit in series with the main contact point, a shortcircuit relay 9 that is provided to allow shortcircuiting of the current suppressing resistor 8, a timer circuit 10 that delays operation of the short-circuit relay 9 and the like. The timer circuit 10 sets a delay time from when the electromagnetic switch 7 is energized until the shortcircuit relay 9 is energized. The delay time is set such that a maximum value of the current flowing to the motor 2 when the shortcircuit relay 9 is energized is equal to or less than a maximum current value of current flowing to the motor 2 when the electromagnetic switch 7 is energized.
