<P>PROBLEM TO BE SOLVED: To improve sticking unevenness of coating liquid onto an application belt and further to accurately control amount of the coating liquid applied onto a vessel. Ž<P>SOLUTION: The problem is solved by supplying the coating liquid onto the application belt by a rotary felt roller an outer peripheral surface of which is always while being impregnated with the coating liquid, a transfer roller which always comes into contact with the application belt while rotating and a delivery roller which moves among a liquid receiving position for receiving the coating liquid from the felt roller while coming into contact with the felt roller, a liquid delivering position for delivering the coating liquid to the transfer roller while coming into contact with the transfer roller and a waiting position for coming into no contact with the felt roller and the transfer roller.
