<P>PROBLEM TO BE SOLVED: To effectively avoid deterioration of decoder performance caused by changes of bit reliability. <P>SOLUTION: A transmitter 100, when a redundancy version is selected from among a plurality of redundancy versions, rearranges transmission bits of a symbol based on the selected redundancy version by an arrangement converter 110 and a logic inverter 120, and modulates the symbol whose transmission bits are rearranged by a mapping unit/modulator 130 employing a predetermined signal constellation.
