<P>PROBLEM TO BE SOLVED: To reduce a burden of work for tying a requirement 3A indicating content to be changed, a change tag 3C recorded for each change point as a mark when a source file 1 is changed, and a single version 2A given to all source files 1A. Ž<P>SOLUTION: A requirement management apparatus includes a source file 1; a program change record sheet 3 for tying one change tag 3C recorded as a mark to each change point of the source file 1 to one requirement 3A for management; a version management tool 2 for acquiring a revision 2C of each source file 1A by designating a version 2A; and a management means 4 for tying the requirement 3A, the change tag 3C, and the version 2A, by registering multiple management data 4A.
