<P>PROBLEM TO BE SOLVED: To provide a manufacturing method for uniformizing a filling amount of cells with particle groups as a display medium and inexpensively obtaining a panel for information display with high productivity. Ž<P>SOLUTION: One transparent substrate 2 on which a barrier wall part 4-2-2 functioning to both secure a gap between substrates and partition the space between the substrates is formed, is laminated with the other substrate 1 on which a barrier wall part 4-2-1 exclusively for partitioning the space between substrates is formed, to obtain a panel structure; and the panel structure has a plurality of cells 7 partitioned by barrier walls 4-2, in which particles having an optical reflectance and capable of being electrically driven are disposed by using a mask 11 having a large opening regardless of the opening of cells. The barrier wall parts 4-2-1 and 4-2-2 formed on the substrates 1 and 2, respectively, exclusively for partitioning the space between the substrates are opposed to each other through a gap D1 or with particles 3Wa and 3Ba constituting the groups of particles 3W, 3B as a display medium and having an average particle diameter D0 partially interposed therebetween.
