<P>PROBLEM TO BE SOLVED: To continue communication with a receiving device while reducing consumption of radio resources and retransmission delay, when a response message from the receiving device is not received normally, in a radio communication system to which HARQ is applied. <P>SOLUTION: A radio base station 1 transmits first time transmission data to a radio terminal, and receives the response message showing whether the radio terminal has succeeded in decoding the first time transmission data from the radio terminal.
