Embodiments of the present invention disclose a mobile communication control method, which includes the following steps: acquiring the occupied channel amount of a carrier frequency; when the occupied channel amount of said carrier frequency is detected to be zero, turning off the power supply of the radio frequency part of said carrier frequency. Embodiments of the present invention also disclose a base station, a base station controller and a mobile communication system. By means of the technical solution provided by the embodiments of the present invention, the carrier frequency can be dynamically regulated to turn into a power saving mode, according to the magnitude of telephone traffic and data traffic which the cell bears, so that the power consumption of the base station is reduced without affecting normal services of the cell.
