PROBLEM TO BE SOLVED: To achieve highly precise band management in communication, using a surplus band.

SOLUTION: This data output device is provided with: a data storage part 11; a storage state management part 12; a warranty band management part 13; a surplus band management part 21 for managing the output of output data stored in the data storage part 11 to an output line for every destination in outputting the output data to the output line by using the surplus band which is surplus to the total of the warranty bands; and a scheduling part 22 for scheduling the output of the data stored in the data storage part 11 to the output line, based on each management result from the warranty band management part 13 and the surplus band management part 21 and the storage state managed by the storage state management part 12.
