<p><P>PROBLEM TO BE SOLVED: To provide a roof substrate panel for keeping deflection small even if a board of a low bending rigidity is employed and further ensuring heat insulation performance. <P>SOLUTION: The roof substrate panel A includes sheathing roof boards 1, 2 arranged vertically opposite to each other, a plurality of reinforcements 3, 3, etc. arranged between the vertically opposed sheathing roof boards 1, 2 to connect the vertically opposed sheathing roof boards 1, 2 with each other. The panel A is further provided with a plurality of on-rafter reinforcements 3a placed on rafters 4, 4 on which the panel A is installed and an intermediate reinforcement 3b positioned approximately at the center of the adjoining on-rafter reinforcements 3a, 3a.
