PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of satisfactorily recovering a residual toner. SOLUTION: The image forming apparatus 1 includes: a first brush roller 51 located upstream in the moving direction of an intermediate transfer belt 43b; a second brush roller 52 located downstream in the moving direction of the intermediate transfer belt 43b; two toner recovery rollers 53 and 54 for charging the corresponding brush rollers; power sources 501 and 502; and a control section 100 for exerting control such that a voltage with a polarity opposite to that of toner and absolute value greater than that of an inflection-point potential is applied to the first brush roller 51 while a voltage with a polarity same as that of the toner and an absolute value smaller than that of the inflection-point potential is applied to the second brush roller 52.
